Pvp towers, you cand find them at illayr or mistgan. You need to kill some devourers and it will drop.

The passage to Elenium Caves Zerro (20-29 lvl) and Alpha Stigma (30-39) is located inside Tellurium tower in Illayr.

 

There is a certain difficulty related to the Blacksmith's Hammer quest. The quest itself becomes available at 27 level. The hammer you need drops from Pygmy Devourer of Darkness, but - the Pygmy Devourer of Darkness does not spawn in Zerro. Recently, some elenium mobs changed their spawn places and the Pygmy Devourer of Darkness abides in Alpha Stigma now.

 

Possible solutions:

-wait until you hit the 30 level and go to Alpha Stigma by yourself;

-ask some friends of 30-39 level to take you to Alpha Stigma in the party. I guess (I never tried this myself though) you may be able to enter Alpha Stigma in the party, even before you get the 30 level.
